Restaurant Job Openings

What's the best way to ask for a job (part-time)?
Hi, I'm looking for my first job (I'm a student, so it'll be part-time and at a local store or restaurant) and was wondering what's the best way to confront an employee about a job opportunity. Also, if I happen to get turned down (like they explain how there are no openings at that time), then what should I do? Should I give them my resume just in case? And what would be the best way to finish my inquiry (like when I'm about to leave)?
